Well, considering all the given information, that's how a urban forester would plan the following activities:

Supposing a quite dry, hot, windy spring and a hot and dry summer, surely one of the main interventions is planning the right amount of emergency watering. If the springtime does not have rainy days it would be important to evaluate the number of the irrigations: maybe even every two weeks an intervention. That’s really important. On the opposite site the weed control would not be so heavy and probably an intervention per month, from March to May/June should be enough.

During mowing/watering activities it could be possible to check the state of staking and protections. So these actions could be linked together (mowing or watering and protections’ staking’s control). Fertilising would be done once a year at the end of winter or at the really beginning of spring.

After five years, the plan site should have assested, so many actions are not necessary anymore, like emergency watering or fertilizing; probably also mowing would not be so necessary, except from the lawns used by people and the parts next to paths and tracks. After five years, be sure the protection has been taken away, so the plants could grow free. Pruning could be considered if the branches of ready effect plants are really overgrown. In some cases disease control could be necessary. In general, after five years,if everything went well, the urban forest could be considered settled for 70% of maintenance actions;anyway take care of special negative situations like storms, drought, and fire that could require additional extraordinary activities.
