You will notice that urban forest governance is often led by the local government, but in some cases also national governments get involved. In many cases other actors are important as well, for example local conservation groups and other not-for-profits. Sometimes businesses are a part of urban forestry decision-making, as are community groups. The focus of urban forestry programs is often somewhat different, prioritising different types of ecosystems services. But in many cases e.g., recreation and improving local climates are part of the priorities.
